This booklet presents the experiences and recommendations of the four different demonstration projects. It also includes operational advice from a financial expert on developing and implementing citizen financing programs, and regulatory recommendations from a legal expert on scaling up citizen financing programs and improving efficiency and regulation. The Pilots section of the booklet presents the four different demonstration projects, their specific financing approach, and lessons learned. The key messages from our finance and legal expert can be found in the Core statements section.

CitizEE Policy Workshop: legal and regulatory aspects of creating citizen finance schemes for energy efficiency – 11 March 2022

As part of CitizEE, a consortium co-financed by the EC under Horizon 2020, this workshop will present the legal and regulatory aspects of creating citizen finance schemes for energy efficiency for policy makers, regulators and system operators.

Capacity Building Workshop: Advanced Knowledge On Financial Structures In Match-Funding and Citizen Finance Schemes – 25 Feb 2022

This Capacity Building Workshop is specifically aimed at public authorities that may already have an interest in match funding and citizen financing schemes for energy efficiency. The discussion will be based on detailed research into setting up public private partnerships combining crowdfunding with public and private funds to create impact on achieving energy efficiency.

Detailed Business Plan

The Detailed Business Plan supplements and revises the Preliminary Business Plan after approval by pilot country/regional decision makers. It provides detailed guidance for the establishment of the CFs4EE funding programs and related planning.

Contractual Agreements

This report includes the drafting of contractual agreements for each pilot country/region within the CitizEE project.

Joining forces to finance renewables: the investment platform model

About 75% of the EU building stock is not energy efficient. Four pilot regions are testing new solutions to leverage more citizen funding and spread the culture of energy transition.

Citizen funding market assessment report

The objective of this report is to analyze existing experience where public financing instruments (PFI) were used to support the set-up of Citizen Financing Schemes. The report explores financial cooperation between public authorities and cooperatives/crowdfunding platforms by assessing the strategic and operational considerations of combining public funds with citizen funding through Public Financing Instruments and presenting several case-studies that could be used by Pilot Regions as a first step when developing their CFs4EE Financing Scheme.

Global risk assessment and mitigation strategies

The Global Risk Assessment report provides a first update on the risk mitigation assessment of the CFs4EE Financing Scheme in each pilot country/region. It will be updated in early 2022.

CFs4EE Financing Schemes follow up report (Update 1)

The main objective of this report is to provide an update on the implementation of the CFs4EE financing scheme in the four different pilot countries/regions. Along with the description of the planned and revised schemes, the report includes a section on next steps and commitments as well as a brief assessment of the impact of the KPIs of the overall CitizEE project.

This report on capacity building activities provides an overview of the CITIZEE Capacity Building activities. The activities will consist in training workshops and webinars. Overall, 3 capacity building workshops are foreseen, bringing together experts from the EU regions/municipalities/cities representations and clusters or networks and other stakeholders interested in implementing CFs4EE Financing Schemes for energy efficiency projects.
